Hey Alex,
Having a look at your site I’d suggest that you need to concentrate on those people already using forums like this. If you find similar forums, start posting regularly, provide value and good content while having your link in your signature then people will click through.
I’d maybe also look at having a page set up that explains the benefits of joining your site. Looking at it I don’t really see what it is about. If you list a few bullet points then a link to the forum and drive traffic to that page then perhaps you’ll get more members.

There are many other technique/methods you can use, e.g. Social Media (Facebook, Twitter).
