If you find similar forums, start posting regularly, provide value and good content while having your link in your signature then people will click through. I'd maybe also look at having a page set up that explains the benefits of joining your site. Looking at it I don't really see what it is about. If you list a few bullet points then a link to the forum and drive traffic to that page then perhaps you'll get more members.
