CJ is just a marketplace that gathers together the publishers and pay per action advertisers. Instead of companies creating and running their own affiliate programs, they instead use CJ to do all the aspects of running an affiliate program — attracting publishers, setting up tracking codes, filtering abuse, paying the publishers, etc
Microsoft Live for example used to offer $5 per lead, but changed it to $1 per lead
GotoMeeting has a different price if the lead gives a credit card or not
The commissions are determined by the advertisers, and CJ does not dictate how much they should pay the publishers

uhmmm I guess CJ.com doesnt pay per click, but they are use CPA system (cost per action) few month ago I found some advertiser that use PPC system, and it takes about $0.01-0.1 per click… 99% CJ advertiser are based on CPA, you will got payment if you can make lead or sales…

Anyone who conducts a search at google.com for “commission junction” scam will bring some 53,400 search results which simply state: “It’s a scam!”
Don’t get involved with this scam.

They’re just a middle man. They don’t pay anything.
What you get paid depends on which advertiser you’re getting paid by.
