There are many answers to this question already, but in my opinion, you really need to put in a lot of work to do SEO yourself. And for off-site SEO, getting all those good quality links can be a pain if you do not outsource.
I have been studying SEo for some time and no matter how much I learn about it, the topic keeps on growing.

1. use Google keyword tool to check on your site.
- It will show the keyword currently use by your site.
- It show the search vol/competiton using the keyword
2. You can then focus on those that are higher seach vol and lower competition. Build your site around the keyword. your site will get higher traffic as your PR increase.

If you are a web noob, your first step is to read as much as you can. While you are reading, try to test out what you are learning.
SEO cannot be learned quickly. It’s taken me two years of almost daily reading to understand it well, and actually putting the theory into use is your best learning tool.
SEO can be divided into two categories: onsite and offsite. Onsite refers to optimizing your website content and titles, as well as the page structure. Offsite refers to external optimization of links into your website.
If you are a noob, I recommend starting out with reading Google’s Introduction to SEO at http://www.google.com/support/webmasters/bin/answer.py?hl=en&answer=35291 .
Here are the websites I’ve found most useful for SEO, and should help you out. They have a lot of great information and are widely regarded SEO authority websites.

The most effective way to advertise on the Internet is
to first set up a website and publish its domain name
on major search directories such as Google.com,
Yahoo.com [at http://www.google.com/addurl/?...... and
MSN.com since 85% of Internet shoppers rely on these
search directories to provide them with goods and
services. In a sense, these search directories are a
very large Internet Yellow Pages.
Nevertheless, should your website or opening webpage
fail to contain "generic" keywords, then anyone using
such "generic" queries will not be able to discover
your website. Your domain name [URL] of your website,
in a sense, will be invisible, undiscoverable.
A non-Flash-based website which relies on hard text,
is far easier to be indexed by search robots. Limit
the use of stylized text saved as .gifs since as a
graphic, they are not indexable by search robots.
Avoid use of frames since any number of search robots
are unable to properly classify textual material.
Placement of Metatags:
A ranking or search order does take place with Google
and Yahoo and it begins with the “Title” metag which
should consist of no more than 65 characters separated
by commas. The “Title” should describe in generic
terms, the goods and services, followed by a location
from which the resource is located, i.e., city, state.
The placement of a domain name which is not generic
within the “Title” is not appropriate, unless your
domain name is a major recognizable brand name.
The second metatag is the “Description” which is
usually 25-30 words to form a complete sentence which
best describes one’s goods and services.
And the very last category – “Keywords” are also
somewhat limited to 15-16 words which can be plural
and compound in nature. Again, avoid multiple entries
which could be mistaken as “spamdexed entries” which
is defined as the loading, and submission of
repetitive words into a particular metatag category.
“Spamdexing” when discovered on a webpage and reported
to Google’s spamreport.com can result in the
elimination of your website from their search
directory.

By SEO i guess you mean keyword research for your domain and meta tags etc.
Well I used to use googles keyword tool but it is very time consuming ans hard to figure out. What you want is something that will find you highly searched keywords for your niche but with low competition.Using these keywords will get your site high up in google and then people will find your site. it really take lot of effort to implement SEO, it is always better to get this done using expert so that you can concentrate on your core business. with out investing time in SEO.
on the other side you may get SEM with SEO to have immediate leads for your business.but for that too i will suggest to hire a professional company which can do this efficiently.

You should really read more about it. Buy a book of it or you can research about it. Here are some basics that i can suggest but you may not know some of the terms:
- keyword research
- write blogs
- article submission
- content writing of your page
- relevance with your links
- reciprocal linking.
