You are charged only for that month’s spending, not on a projected budget not met.
You can also set daily spending budgets as well and target your ads to specific countries, gender, time zones and other factors.
Once your daily spending limit is used up for that day, your ads will stop until the following day.

I don’t know much about this topic, but I don’t think so. It probably just doesn’t charge you at all, and you still have to pay the normal price next month, or it automatically charges you every month and it has done so for this month already?
