I go with link building…Bcoz in SEO, if everything is fine with On-Page you can go for Off-page and a website needs slight push to get listed top in SEs. Moreover in Off-Page SEO, where ever you go & whatever you do, it finally ends up with “Link Building” (a.k.a Link Popularity)

PR does not matter in SEO.

These are all not seo. onpage and off page both are seo. For seo purpose on page is the most important part for website. both also impartent but on page is the main part of website.
