As per my experience you can use both singular as well as plural version (it does make a little imapct) but as per technical SEO gyan, it doesn’t make any sense whether you use india seo expert or india seo expert(s).

Hi,
Before starting out you need to know which keywords you are going to target. You need to find some 3-4 main keywords. Use tools such as inventory.overture.com or Good Keywords software to find keywords.
If your keywords are in singular then use singular.
