Google displays the ad randomly. Plus there are various factors google consider while displaying your ad. First the price per click. If your bid is higher than others then your ad will be displayed on top than the once who have bid less.. The second one could be even if you have bid higher than other and your ad is not getting any clicks, Google will give more preference to the ones that get more clicks. I cannot say what the costs are cos it totally depends on the keyword popularity and competition. If the keyword is highly competitive you might have to bid more for that. So depending on whether u have bid more or getting more clicks your ads are displayed. For better results it is good to be creative with your ads and make sure that it stands out and that people are willing to click on it.

It depends on the maximum you want to spend on the Ads, if you set for a small budget, and if the keyword you bid for is expensive, then the ads will disappear after it has reached your set budget.
Unless you set your ads to appear at specific site, it is going to display very quickly all over the place

It will not show it every time. You will have to keep doing a search and you will finally see it. Have you thought about doing Google Adsense as well. Here is an example of what I am doing to make money with google.
